If you were a grant holder, what would you look for if an organization asked you for the money?

There's this organization that targets unemployment by offering creative alternatives for people out of work and they give people interns at nonprofit organizations. The people gain work experience and such. My job is to put myself in the grant holder's place and see what that grant holder would look for in this organization before the grant holder gives them the money. Also, what are some key words that would attract more people? Thank you! Any ideas will be great!
